WebRush stacks are one thing. Do harm and tapestry both apply rush stacks and the max is 10/20/25 (depending on build / gear). Now, when you use an action skill those rush stacks get consumed and you gain the do harm / tapestry bonus depending on that number of rush stacks. They don't stack separately.
